Putin's Caribbean Masterstroke: The 10-Year Pact That Turns US 'Backyard' Into a Frontline
In recent days, the "Strategic Partnership and Cooperation Pact" between the two allied countries, Russia and Venezuela, was signed for a duration of 10 years, aimed at strategic cooperation between Moscow and Caracas. Although the core idea of this pact had been proposed several months earlier, in recent days it was approved by unanimous vote in Venezuela's National Assembly, symbolizing domestic unity in maintaining strategic relations with Russia. The stated ultimate and underlying goal of this strategic agreement is a stronger confrontation than before against the hegemonic policies of the United States.
Initially, it is necessary to mention that officials from both governments have stated that expanding cooperation in various dimensions will lead to doubled capabilities for facing and more flexible resilience against the pressures of Western powers. The approval of this agreement by a majority vote in the Venezuelan parliament indicates that all pillars of power in this country desire comprehensive cooperation with Moscow through the ups and downs arising from increasing U.S. military threats against Venezuela.
While both Russia and Venezuela grapple with the coercive sanctions of the West, both countries consider these cooperations part of the new global multipolarization strategy. According to this agreement, the leaders of Moscow and Caracas have allied to remain committed to their predetermined goals in confronting the pressures from Washington and the West, through mutual respect and shared steadfastness.
In this regard, Roy Daza, a member of Venezuela's National Assembly and Vice President of the Foreign Relations Committee, stated during a parliamentary session: "The joint pact between Russia and Venezuela is a message of peace and sovereignty in today's geopolitical conditions and is the foundation of the people's right to self-determination. Because the United States is trying to turn Venezuela into its colony."
In recent days, Venezuelan military forces have begun extensive military drills within their territorial borders to prepare for confronting the deployment of over four thousand U.S. military personnel near this country's coasts. These drills include the participation of naval, air, and artillery forces. According to some news sources, Russian fighter jets have also been present in these exercises. In this context, Nicolás Maduro, the President of Venezuela, stated that alongside the execution of drills in the Caribbean region, other states are also conducting similar defensive and military exercises to ensure the country has sufficient military readiness against any potential U.S. scenario. Because, in Maduro's belief, the actions of the United States are not merely tension but clear military aggression.
It is worth noting that this agreement deepens relations between the two countries in the fields of energy, defense, and technology. Furthermore, by utilizing financial instruments other than the U.S. dollar to counter Western domination, it will become an effective tool for deeper cooperation between the two countries and their allies against unilateral U.S. objectives.
From another perspective, this pact can become an effective tool for Caracas to exert greater influence on other Latin American countries. Since Nicolás Maduro, with this strategic alliance, will have increased economic and political support from Russia, he can use this agreement to maintain power and solidify his geopolitical position in Latin America among other anti-imperialist countries such as Cuba, Bolivia, and Nicaragua. In return, for Russia, it forms a means to expand relations in Latin America, or the so-called backyard of the United States, and this issue will weaken Washington's current position. Because the expansion of Russia's presence in the region, with the aim of supporting Venezuela's national sovereignty and regional security, creating deterrence, and protecting shared interests, causes closer military proximity to the United States. This, in practice, while strengthening Moscow's standing, will lead to Venezuela's greater control over the Caribbean domain and consolidate their position in response to U.S. military threats. In this regard, it is useful to know that in recent days, Trump has published details of his decision to authorize CIA operations in Venezuela with goals such as overthrowing the elected government of Venezuela.
According to many experts, this strategic agreement, while creating shared defensive and security advantages, will also lead to greater economic prosperity and mutual benefit for both parties in economic fields by facilitating exports and imports between the two countries and a wide geographical area, and through the operationalization of joint energy projects in oil and gas, as well as the execution of mining projects. Alongside this, it will place on the agenda joint projects against terrorism and drug trafficking, the development of air transportation infrastructure between the two countries, strengthening cooperation within the framework of OPEC and the Gas Exporting Countries Forum (GECF), expanding relations in the health sector, and many other issues.
Finally, it must be mentioned that with a broader perspective on the 10-year strategic agreement between Russia and Venezuela, this strategic pact can be evaluated as an important piece in constructing the puzzle of the new global multipolar order.
