The Prime Minister of Ukraine, Denis Shmihal, announced that Ukraine, within the framework of the new financial program, has received the third installment of the International Monetary Fund loan in the amount of 880 million dollars. The financial aid of Western countries and organizations to Ukraine continues, while a few days ago the American newspaper Washington Post wrote in a note that Ukraine cannot stop the advance of Russian forces without the help of the United States. The Washington Post emphasized that Kiev cannot prevent the advance of Russian forces without the help of the United States, and Ukraine will become the same failure of American foreign policy as the unsuccessful withdrawal of troops from Afghanistan in 2021.

The Russian Security Service (FSB) said Ukraine's military intelligence chief Kirill Budanov and any other senior Ukrainian intelligence official who committed crimes against Russia should be considered a legitimate target for Russian troops.

"Those who commit crimes against Russia and Russian citizens are a legitimate target," Alexander Bortnikov, head of the FSB, said at a press conference on Tuesday.

When asked by reporters why Russia has not yet acted to attack those targets, the FSB chief said that possibility "is still ahead".

Bortnikov said that the Security Service of Ukraine (SBU) should also be designated a terrorist organization.

His comments came a day after Vasily Malyuk, who heads the SBU, said his agency was behind several high-profile assassinations inside Russia.

A Moscow court also issued an arrest warrant for Malyuk on Tuesday. The senior Ukrainian security official is accused of organizing an attack on the Crimean Bridge connecting Russia and the Crimean Peninsula in October 2022.

Malyuk claimed responsibility for the incident in August 2023, saying he had personally planned the operation.
