This was explained by Khalil al-Hayya, a member of the political office of Hamas in an interview with Aljazeera television emphasizing that: "The return of prisoners (Israelis) has three costs. The first is the relief of our people and return to their homes in a normal life. The second is the cessation of aggression, and the third is the hostage exchange program that frees our 10,000 hostages who are in Israeli jails".
