Laura Cooper, U.S. Under Secretary of Defense for Ukraine, Russia, and Eurasian Affairs, speaking to U.S. lawmakers in Congress, called the use of these weapons good for Ukraine.
 
She said the reason such weapons have so far not been allowed to be sent to Ukraine is due to restrictions from Congress and US allies. Of course, Cooper added, given the realities of the battlefield, the Pentagon believes these weapons will be useful.
 
Cluster bombs release a large amount of small munitions that can kill civilians over a wide area.In 2018, 103 countries, including most NATO member states, signed an agreement to ban the production, stockpiling and use of such bombs. America, Russia and Ukraine have not signed this agreement.
