This was stated by the deputy chairman of the Russian Security Council, Dmitry Medvedev. Commenting on the situation regarding the Ukrainian counter-offensive in a Telegram message, Medvedev noted that the recent actions of Kiev's army so far have not been unexpected for Russia, because Kiev "must justify the money and weapons received from the West".
