Rejecting the temporary ceasefire, the Palestinian groups Hamas and Islamic Jihad stressed that they do not intend to exchange prisoners without a complete cessation of aggression and the withdrawal of Zionist troops from the Gaza Strip.

According to the website Paleestine al-Yawm, the Islamic Resistance Movement (Hamas) and Islamic Jihad insist that they will negotiate a prisoner exchange only if a comprehensive agreement is reached on a ceasefire and the withdrawal of Israeli troops throughout territory of the Gaza Strip. Islamic Jihad and Hamas have emphasized their current position by rejecting a partial prisoner exchange or temporary humanitarian ceasefire, while the Israeli side currently rejects the establishment of such a ceasefire. Mohammed Al-Handi, deputy secretary general of the Palestine Islamic Jihad movement, said: "The movement's position is fully consistent with that of Hamas and opposes negotiations for Israeli captives until a comprehensive ceasefire is achieved and their troops are completely withdrawn from the Gaza Strip." Al-Handi added: “There is no place for an exchange of prisoners in a temporary ceasefire after which Israel resumes bombing of civilians, while its invasion of Gaza achieved none of its stated goals and only resulted in the deaths of innocent civilians, including women.” children and elderly people.
