Philippe Lazzarini, head of the UN refugee agency, also said on Thursday that there were deliberate attempts to "paralyze" the organization's humanitarian work in the Gaza Strip. The UN agency announced that many of its services, including dozens of water wells, two hydroelectric dams and sewage pumping stations, were closed.
