Not reforming means coming to terms with the existing problem, legitimizing that problem, and as a result, who suffers? The state suffers, and the state is the citizen. Prime Minister of the Republic of Armenia Nikol Pashinyan said this during a question-and-answer session with the government in the National Assembly.

"Every taxpayer must understand that the state is not me, the state is itself, because if they want, I will be here, if they don't want, I won't be here. People, we must stop being outposts, we must stop being subjects, we must answer a simple question: do we want to have a state or don't we want to have a state, do we want to have sovereignty, statehood, or is it just a footstool for us," Pashinyan said.

Most likely, the economic and logistical dependence of the Republic of Armenia will continue to be used as a tool of political influence by external actors in 2025, according to the 2025 report on Armenia's external risks by the Foreign Intelligence Service of the Republic of Armenia.

"Due to the fact that 2025 is an election year, some countries will try to use Armenia's economic dependence even more explicitly and obviously as an opportunity to exert political influence, interfere in Armenia's internal affairs, and influence broad public sectors."

In order to destabilize the region and negatively influence public opinion, actors serving their own strategic interests will try to create artificial logistical obstacles, unnecessary administrative complications, and arbitrary interpretations of contractual obligations.

"In such circumstances, steps to seek and utilize opportunities to diversify economic interdependencies or dependencies could become a window of opportunity for Armenia to balance harmful external pressures and ensure economic development," the report states.
