Former German Chancellor Angela Merkel said: "Those who want negotiations between Moscow and Kiev should not be silent, as diplomatic efforts are needed." Merkel at a press conference asked to consider a scenario that would assess the possibility of a dialogue between Russia and Ukraine. She added that many countries did not care about a diplomatic solution before the start of the war in Ukraine, and stressed that Ukrainian President Volodymyr Zelensky sharply criticized the Minsk agreements and considered they are impractical. Last December, Merkel acknowledged that the signing of the Minsk agreements was in fact an attempt to buy time to strengthen Ukraine.
