  One of America's strategies in foreign policy is to sacrifice countries, especially non-aligned countries. After the collapse of the Soviet Union, America became the sole hegemon of the world system, but the US unipolar and unilateral order began to decline, especially in the second decade of the 21st century, and the world system moved towards multipolarity. China, Russia, the European Union and emerging powers such as Iran are among the countries that have challenged the unipolar and unilateral order led by the United States. America has adopted different strategies to deal with the decline of the unipolar order. Among these strategies are the instrumental use of sanctions and the dollar, the creation of coalitions against disparate powers, and especially the involvement of these countries in interstate wars and internal crises. These strategies are used both individually and in combination against countries.

Iran, Russia, Syria, Yemen and Ukraine are among the most important countries that have fallen victim to America's repressive policies. Iran has witnessed the instrumental use of sanctions, the dollar and conflicts in the war in Syria and even in Yemen, Syria has also witnessed a war since 2011 in which terrorists have been on the other side with citizens of dozens of countries with the support of the US and its allies, since 2015 Yemen is also witnessing a war centered in Saudi Arabia and backed by the United States to prevent increased resistance in the West Asia region. Russia, which is America's most important global rival, has waged war in Ukraine since February 2022. The main goal of this Western-led war, which is on the path of erosion, is to weaken the global position of Russia and to curb the upward trend of America's position in the world system. The biggest victims of this war are the people of Ukraine, who became an instrument of American foreign policy towards Russia.

In this regard, Syrian President Bashar al-Assad, who received Russian President Vladimir Putin's special envoy Alexander Lavrentiev and an accompanying delegation on Tuesday evening, criticized the US's scapegoating of countries and said: "America and the West have created a global political and economic crisis. and have caused instability at the global level.The goal of these countries is to destroy the position of Russia at the international level, and in this respect they have used Ukraine as a tool." The main result of the strategy of sacrificing countries has been the killing and injury of hundreds of thousands of people, the displacement of millions of people within and outside their countries, the destruction of hundreds of thousands of homes and the dispossession of millions of people, as well as hundreds of billions of dollars of economic damage to target countries. The peoples of these countries have become victims of American policy aimed at preventing competitors from coming to power and ending the unilateral and unipolar system. Another poignant moment in this story is that the United States, which is itself the cause of these crises, is becoming the pretender to protect human rights and civilians in these countries and is using the UN Security Council against the target countries.
