The United States is so reluctant to approve any transfer of F-16s to Ukraine that "pilots of the Kiev army are currently not even allowed to train on F-16s owned by European states". A senior Ukrainian official who spoke on condition of anonymity suggests it to the New York Times. The Biden administration, which must approve any transfer of American-made planes, is not convinced that Ukraine needs the expensive jets. American reluctance to allow training severely limits a proposed new European coalition to help Ukraine obtain and fly F-16s.
