Russian President Vladimir Putin on Tuesday, November 19, signed a decree that gives Moscow permission to use nuclear weapons against a "non-nuclear-weapon state" as long as that country is backed by a nuclear force.

The decisions have been taken in parallel with the 1,000th day of Russian military operations in Ukraine, and it comes a day after Washington allowed Ukraine to use the 300 km long-range ATACMS missiles of the United States against various targets on Russian soil.
