Russian President Vladimir Putin has expressed confidence that the country can make a technological leap in the field of digitalization, emphasizing that even sanctions, which were originally aimed at restraining Russia, are contributing to this.
"Today we have everything we need to achieve this goal: an adapted higher education system, unique personnel, our own platform solutions that are ahead of foreign analogues, as well as advantages and preferences for IT companies and specialists," the Russian President stated at a meeting of the Council for the Development of Civil Society and Human Rights.
According to him, the sanctions, which were supposed to limit Russia's development, became an incentive for the accelerated creation and implementation of domestic software.
Putin noted that the protection of human rights, privacy, and respect for human dignity remain important priorities in digitalization. He said these principles will be taken into account when developing the new Digital Code.
"It is necessary to regulate the legislation in the sector, clearly define the rights and obligations of all participants (from the state to users), and create a transparent and understandable digital environment," the Russian President added.
He emphasized that technical achievements and innovations are only tools, and the main goal always remains the person, ensuring their comfort, safety, as well as opportunities for personal and professional development.
