No military or commercial ships were stopped in the Black Sea. Russia announced the suspension of all types of navigation and movement of ships in the Black Sea, after it discontinued a grain agreement with Ukraine. According to Ukrainian sources, Russia has turned the ports of Nikolaev and Odessa into military bases and is targeting grain silos. Therefore, ships carrying grain from Odesa and Nikolayev and from Kherson and the Crimean Peninsula to Turkey have been stopped. In the summer of 2022, Turkey, the United Nations, Russia and Ukraine signed an agreement in Istanbul to resume grain exports from three Ukrainian ports on the Black Sea. A US newspaper said Saudi Arabia would host peace talks between Russia and Ukraine, and these talks were planned to be held in the city of Jeddah.

The Wall Street Journal, Saturday (29/7/2023) evening reported that this step was taken due to the inability of European countries to get out of the Ukraine crisis. According to the WSJ, high-ranking officials from 30 world countries will attend the peace talks which are planned to be held August 5-6 2023 in Jeddah. Last Wednesday following the visit of Turkish President Recep Tayyip Erdogan to Riyadh, Saudi Arabia and Turkey released a joint statement affirming that the Ukraine crisis must be resolved through negotiations and diplomacy. The Russian president also said late on Friday that Moscow was ready to find peaceful ways to end the crisis and war in Ukraine. In front of the leaders of African countries, Vladimir Putin said, "Your strategy and ideas all reflect the contents of the peace program that China has submitted, last February to resolve the problems surrounding Ukraine."
