The United States aims to return to the ammunition plan approved by the European Union and so far reserved for the European war industry. "Opening up the procurement and purchasing process to industries outside the European Union would allow much-needed supplies to be delivered to Ukraine more quickly," a senior US government official told ANSA.

The secretary general of NATO, Jens Stoltenberg, summoned the representatives of the transatlantic (therefore also US) defense industries to Brussels on the occasion of the defense ministerial in mid-May to seek possible synergies. The deficit criterion is not satisfied by Italy and 13 other countries, including France and Germany.

This was stated in the spring package by the EU Commission, which announced that it will propose to the Council to "launch excessive deficit procedures in the spring of 2024 on the basis of the final data for 2023". The Commission has recommended Italy to "ensure effective governance and strengthen administrative capacity, in particular at the sub-national level, to allow for continuous, rapid and constant implementation of the PNRR", to "further reduce taxes on labour" and to “make the tax system more efficient”.
