The long-term request of many leaders, especially from Africa, of the United Nations Security Council, created on October 25, 1945, to undergo major reforms has continued to take place in the speeches of high-level leaders addressing the 78th meeting of the UN General Assembly in the city New York where President William Ruto of Kenya has said that all the reasons for reforming the council are clear. Ruto emphasized in his speech by saying: "If any proof was ever needed that the United Nations Security Council is not functioning well, it is not democratic, it is not inclusive, it is not representative and therefore it is not capable of bringing meaningful progress to our world as it is. now, the indifference of some world leaders confirms the issue".

The President of Kenya has used 23 minutes of his speech to touch on various issues including climate change, the need for cooperation, sustainable development goals and ongoing conflicts in various parts of the world. At the meeting hall of the UN General Assembly, Ruto has also emphasized the issue of changes in financial institutions where he has called for reforms in international financial institutions, noting that, according to the International Monetary Fund (IMF) as of last August, 10 countries of low income had debt distress, and 52 are at high and moderate risk of falling into distress.
