At least 38 people were injured in Friday's attack in Bujumbura, Burundi's interior ministry said, blaming RED-Tabar rebels.
Burundi announced that Rwanda provided training and equipment support to the rebels, who have been fighting the Burundian government from their camps in the Democratic Republic of Congo.
Rwandan government spokesperson Yolande Makolo denied the allegations, saying they had nothing to do with the attack.
Burundi has a problem with Rwanda, but we do not have a problem with Burundi, his office said in a statement.
We call on Burundi to solve its internal problems and not associate Rwanda with those bad things.
Relations between the two countries have often been strained and Rwanda has previously denied allegations that it supports the rebels.
